A general term for planning by governmental agencies and other stakeholders (patient advocate groups, health insurance carriers, professional organizations of physicians, nurses, other health workers, etc.) for short- and long-term health planning at the national level. In many respects this activity never ceases. New problems and issues constantly arise and contingencies to deal with them must be considered. National leaders often convene ad hoc planning groups because specific or general issues requiring action have surfaced.
