Founded in 1870 as the National Union of Elementary Teachers, it took its current name in 1889, and is one of the largest of the teachers' unions with a membership which includes both the primary and the secondary sectors of education. Local branches elect delegates to the annual national conference, which debates issues of national educational policy and promotes the interests of teachers.
