Refers to the outsourcing of work to an adjacent country at an equivalent level of economic development; for example, when call-centre jobs are transferred from the USA to Canada. As such, it can be contrasted with offshoring, the outsourcing of work to a distant country at a lower level of economic development. [See subcontracting.]
