The Service was set up regionally in England in July 2006 to help deliver and coordinate the provision of meaningful skills and employment for offenders in custody and in the community. The Learning and Skills Councils (LSCs), at both regional and national level, oversee the new service, as with all other post‐compulsory education and training delivery. As such, the LSC offers a single means of planning, commissioning, and funding the OLASS. The Service focuses on the assessment and planning of learning, the provision of a broader and richer curriculum, developing the mainstreamed delivery of offender learning, workforce development for offender learning, and a refocusing on external inspection arrangements.
