A tax-supported public assistance program for old people, i.e., retired, old age pensioners, etc., whose financial needs exceed their resources. In the United States it is administered by the states under the terms of Social Security legislation. Other Organization for Economic Cooperation and Development (OECD) nations have similar programs, many of which are more comprehensive and generous than those of the United States.
