(1854–1919) Russian political scientist, famous for Democracy and the Organization of Political Parties, published in 1902 in two volumes, one dealing with Britain and one with the United States. Ostrogorski claimed with masses of documentation that parties were under the control of unrepresentative enthusiasts—in this criticism of representative democracy he was a precursor of Schumpeter.
