A form of parent representation and a vehicle for parent decision‐making and voice in schools. Such councils were introduced in Scotland by the Scottish Schools Act 2006, and from August 2007 these groups replaced school boards. In England the Children's Plan, a government initiative launched in December 2007 to enhance provision of education, play facilities, and care for children up to 19 years of age, set out as one of its targets the setting up of parents' councils in every secondary school in England.
