A program provided by maternal and child health services, or by child protection services, sometimes both, that aims to enhance the ability of persons who lack adequate skills to care for a child or children. The emphasis is usually on basic skills required to ensure that infants and children receive the necessities of life, i.e., adequate food, clothing, and shelter; that washing, toilet-training, disciplinary measures, etc., are sensibly conducted; and overall that family resources are deployed with economy and efficiency in the child's interests.
