Grassroots South African movement that arose in 1996 to draw attention to runaway drug addiction and rising crime in the “colored” townships and Muslim residential neighborhoods of Cape Town. The original aim of fighting crime soon gave way to vigilante activities. PAGAD has close alliances with the Islamic Unity Convention and Qibla, two groups that are highly critical of the postapartheid democratic government. However, following highly visible acts of urban terrorism, support from Muslim groups and public approval rapidly dwindled.
