Perrins was educated at The Queen's College, Oxford and collected medieval illuminated MSS and early printed books, primarily during the early years of the 20th century. His illuminated MSS were catalogued in 1920, and the collection was not subsequently greatly enlarged. His early printed books were sold at Sotheby’s in 1946–7, where most of the MSS were also sold, 1958–60.
