All looked‐after children must have a PEP as part of an overall care plan. The PEP reviews progress in academic and other areas of development. It sets out short‐ and long‐term targets with strategies for enabling the child to reach their full potential. It is the responsibility of the social worker to instigate the plan and seek contributions from the young person, a relevant family member or carer, the designated teacher in school, and any other involved agencies. The PEP is held in school and must move with the child at any stage of transition. It is updated prior to the care plan review, and forms the body of information for the care plan. Ultimately, the PEP folder is the property of the young person.
