The statutory offence, which is punishable by a maximum sentence of life imprisonment, of persuading or encouraging any person to murder anyone else (R v Kayani [1997] 2 Cr App R (S) 313). A foreigner temporarily in England who persuades someone to commit a murder abroad may be guilty of the offence of inciting terrorism overseas (Terrorism Act 2000).
