A public referendum or vote by the population of a territory to determine its choice of a sovereign or a cession of territory to another state. Under the Treaty of Versailles 1919 doubtful boundaries were determined by plebiscites, as in the cases of boundaries between Poland and Germany in Upper Silesia and in certain sections of the boundary with East Prussia (arts 88, 94–97).
