Part of a government‐led strategy for school improvement, the PLP was established in 2003 and is aimed at improving leadership capacity within primary schools in order to raise standards of pupil achievement in Key Stages 1 and 2. The programme was developed by the Primary National Strategy in collaboration with the National College for School Leadership, and is open to all schools in the primary sector, including nursery schools and special schools. A key role in the programme is that of primary strategy consultant leaders. These are head teachers noted for their leadership skills who are recruited by their local authority to work with other schools as well as their own, helping those leadership teams to operate more effectively in improving pupil progress.
