Established in 2002 to represent the United Nations, Russia, the European Union, and the United States in mediation between Israel and the Palestinian Authority. The first international envoy representing the Quartet, James Wolfensohn, stepped down in May 2006, complaining that US and EU support for sanctions imposed on the Palestinian Authority after the election victory of Hamas threatened the peace process (see intifada). Tony Blair took over the role of international envoy in June 2007, after stepping down as UK Prime Minister.
