A captain in the British Navy during the 18th–19th centuries who was appointed to a port during a war to administer a rendezvous for the impressment service. It was his duty to examine the men brought in by the press gangs and to pay the official bounty to volunteers. He was usually elderly and with no prospects of a sea appointment.
