When an employee is promoted or transferred, it automatically creates a job vacancy. If this vacancy is filled through internal recruitment, a second vacancy arises, which in turn may be filled through internal recruitment leading to a further vacancy. In other words, the promotion can create a ripple effect throughout the organization, which only comes to a halt when a vacancy is filled through external recruitment.
