The process of informing and educating all persons exposed or potentially exposed to a specified risk about the qualitative and quantitative dimensions of the specified risk. This can be a complex process, particularly because many people have difficulty with the concept of probabilities, which involves Bayesian statistics—the fact that one person in a million may be struck by lightning does not help a golfer carrying steel-shafted golf clubs calculate the risk that he may be struck by lightning if he plays during a thunderstorm.
