Rugaba is the supreme being.

Long ago, the people of Mpororo decided that they wanted a queen, not a king. They asked a woman of brilliance to be their queen. Giving her spear and shield, they submitted to her. She was called Niavingi, and she was queen for many years; the people loved her. One day, the chief minister sought her and found her lying dead on her bed. He decided not to tell the people that she had died. Instead, he told them that she had gone to Rugaba, God, that God said that she had done her duty and now wanted her to live near him in his city and he would reward her. He told the people, and no one wept. They rejoiced that their queen was living near God.
