Governor of Samaria in the second half of the 5th cent. bce. When the Jews had returned from the Exile in Babylon, the walls of Jerusalem were rebuilt by Nehemiah, and this incurred the wrath of Sanballat (Neh. 2: 10). He probably had ambitions to extend his rule into Judaea and therefore alleged that Nehemiah was planning to rebel against the Persians.
