The Spring Labour Offensive in Japan, when the Japanese trade union movement submits wage demands to the employer. The shunto provides a means of coordinating wage bargaining within Japan, which has a seemingly highly fragmented system of industrial relations based on enterprise unions. The degree of coordination results in relatively narrow pay dispersion (wage inequality) across the Japanese economy. [See coordinated bargaining.]
