An all‐age skills programme operating in Wales and designed to address the skills deficit. This includes the National Basic Skills Strategy for Wales, Words Talk Numbers Count, which was launched in April 2005. The all‐age approach recognizes the need for intervention at key points in the lifelong learning cycle, and the strategy has supported the delivery of early years and family programmes, such as Language and Play programmes catering for parents and carers, including those whose first language is neither Welsh nor English. Age limits have been abolished for the Modern Apprenticeship scheme, and a work‐based learning improvement plan has been introduced to boost quality and improve learning outcomes. A new Workforce Development Programme is tailored to the needs of individual businesses, and the ReACT programme provides targeted training support for those affected by major redundancies.
