Is a UK government programme, launched in 2007, in which employers make a voluntary commitment to meet key training targets: that all employees will be supported to achieve functional literacy and numeracy and to work towards a full level 2 qualification, equivalent to five GCSEs grades A to C. When employers sign the pledge they enter the Train-to-Gain programme and can gain advice from a Skills Broker on how to act on their commitment. The Skills Pledge was one of the recommendations of the Leitch Review and is aimed at raising the skill level of the existing UK workforce, which research indicates is significantly below that of many competitor economies.
