Starkey was a merchant and a collector of MSS, especially contemporary documents relating to aspects of government administration, including state papers. Some of his materials entered Cotton’s collection, from whose library he also transcribed MSS. Many of his papers were purchased by D’Ewes after his death and subsequently passed into R. Harley’s collection.
