(StAR)

StARs originated from the White Paper Success for All (2002) strategy with the aim of providing accessible learning opportunities for those in the post‐compulsory education sector, to meet their ambitions and the needs of employment in their local communities. These Reviews use the Regional Boards which replaced local Learning and Skills Councils (LSCs) to build networks between providers of post‐compulsory education and training across the country. Local LSCs also work closely with local authorities, employers, and schools in identifying local needs. It is also intended that the Reviews will promote building the skills base to its full capacity in the wider context of local and regional economy, and through national collaboration disseminate good practice in education and training.
