The name that used to be given in the British merchant navy to the certificate of an officer's competency and experience. On passing the relevant exams the candidate was issued a pass slip—a ‘ticket’—that was then presented to the desk or marine office for a certificate of competency to be issued. Nowadays, it is just a slang term for the certificates issued by the Maritime and Coastguard Agency, the responsible agency for certification of British seafarers. These certificates are now based on the International Maritime Organization's International Convention on Standards of Training, Certification and Watchkeeping for Seafarers.
