When county borough councils were created in 1888, responsibility for the public health of towns with under 50 000 inhabitants remained with urban sanitary authorities. In 1894 these and other functions were taken over by elected urban district councils and their officers. UDCs were abolished under local government reorganization in 1974. Their minutes and other records have been deposited with local record offices.
