Quick Reference

Is a term used to describe an activity or function that does not add any value and is considered to be a drain upon the organization. Sometimes, the personnel/human resource function is criticized as being value sapping because it is more difficult for management accountants to assess the value that personnel activities add than to assess the costs that such activities incur.
