The informal title given to a report compiled by advisers in the Department of Education and Science in 1975 on national standards in education. It was broadly critical of standards in both primary and secondary schools. Elements of this report informed the Ruskin College speech given by James Callaghan (Prime Minister 1976–9) in 1976 which is credited with opening the continuing Great Debate on education and training.
