A forerunner of the Youth Training Scheme (YTS) and the first national training programme for 16–18‐year‐olds not in education or work. Established in 1981 as part of the training agenda for school‐leavers and adults set out in the 1981 White Paper A New Training Initiative, YOP provided a programme of individual work experience combined with attendance at further education classes with a generalized vocational focus. The programme was short‐lived and was succeeded within two years by YTS.
