(1821–99) proceeded from an academic and literary beginning to become a striking, though hardly typical, example of the professional governor of the second half of the nineteenth century. Between 1859 and 1887 he administered governments in Australia and NZ, Mauritius, and Hong Kong. His success was equivocal.
