This replaced sections of the Education (Scotland) Act 1980, which dealt with additional support for learning. The Education (Additional Support for Learning) Scotland Act 2004 sought to change the way in which children and young people's educational support was identified, planned, and recorded. Key changes included the replacement of special educational needs with additional support needs; the introduction of new duties on education authorities and other agencies; measures to improve integrated working; greater rights for parents and young people along with provisions for avoiding and resolving disputes; and the introduction of a coordinated support plan.
