A period of extremely heavy rain (with potential flooding) in the Pacific Northwest of North America. So-called because the development of a southerly branch of the jet stream and a low-pressure region in the northern Pacific draw a deep plume of tropical moisture (originating in enhanced Madden-Julian Oscillation rainfall) northeast from the tropics over Hawaii and on to the Pacific Northwest.
