Openness, the quality of being approachable, available in practice, to clients, users of a health care system. Accessibility is one of the criteria used to assess the quality of a health care system or a public health service and should be distinguished from availability, which means that a service exists but does not consider whether potential patients or clients actually are able to use it. The term also describes the ability to comprehend the language of the health care provider and the physical distance between providers and potential users of health care services.
