This article, which focuses on urban planning in cities with slums, discusses the literature about the appropriate policy responses for improving slum-housing conditions and identifies two avenues for policy action. These are increasing the affordable supply of formal or regulated housing to reduce the pressure for the formation of new slums and increasing private investment in existing substandard housing to improve their quality. The article suggests that the projected growth of slum dwellers posed a serious challenge to urban planners, who need to forge a better understanding of the diversity of slums and their living conditions, and to be able to convey this understanding to politicians and other policymakers.
