This article argues that global civil society should be understood as a force for democratic change, one which is implicitly making claims to global citizenship. It explains that global civil society has greater subsidiarity between local, national, regional, and global political arenas and it has forced global institutions to recognize that technical deliberations and the standards they produce are forms of decision making with public responsibilities. It validates the existence of global civil society and evaluates the relation between global governance and global civil society.
