This narrative recounts the strategy and struggle of children’s media advocates who have engaged the media industry over proposed federal policy. Beginning with the issues surrounding scientific research, this chapter recounts the difficulties in translating research for policymakers and the media. This, in turn, can lead to political fights over interpretation of scientific terms and data—which sets the foundation for debates over funding and the use of the scientific research in the political arena. The political strategy of media industry and children’s media advocates is examined in a case study of the effort around the Federal Communications rulemaking on Children’s Television Obligations of Digital Television Broadcasters.
