This article analyses the evaluation of policy effectiveness and transparency in public policy making from the viewpoint of different policy-making stages. It argues that the evaluation of policy effectiveness depends on a prior problem definition, the output of the political decision-making process, and the implementation of a policy measure. The article describes core activities of policy evaluation practices as applied in various areas of European policy making. Providing for transparency of policy making involves different measures, too, depending on the stage in the policy cycle at which transparency is to be guaranteed. The article discusses important steps for the introduction of greater openness in European policy making and their various forms. Finally, it describes possible links between the evaluation of effectiveness of policy making and transparency, in one case transparency reinforcing while in the other undercutting effectiveness.
