Effective policy coordination is a central challenge for any government, including the governing institutions of the EU. Both the underlying policy issues being confronted by governments and the institutions of government pose these problems. Policy ideas and approaches may not be compatible and organizations within the public sector want to maintain their own autonomy and control over policy. This article confronts the special case of the EU and determines how those special conditions shape the coordination capacity within that political system.
