This article provides the viewpoint of a practitioner who has worked in government departments and even the Cabinet Office, specifically in a position of both giving and receiving advice. It first looks at the various definitions of policy, before moving on to the exercise of power in the government. The political context is shown to have the ability to affect the policy processes of government, while managerial advice is observed to be on the rise. The article also discusses the decline of the generalists, the concept of policy units, and the things that prime ministers want.
