This article discusses organizational analysis and the insights that it can provide to policy analysis. It stresses that private organizations have an innovative role in developing programs in order to further their vision of social change, as well as providing feedback effects. This supports the point that a complete policy analysis must consider social policy innovations both in and out of government, as well as the influence of government and organizations on policies. The article also looks at the information problems that arise in the many services that have complex outcomes that are difficult to measure.
