It shows that no matter how influential the trade-off between globalization and public policy is seen to be, it is deeply problematic. The article seeks to bring to light the notion of globalization, while considering the many ways it can be seen as antithetical to public policy. The article also presents a review of the empirical evidence and the debate that has been generated.
