This article examines the influence of state structures on the patterns of governance, and identifies three areas in which research on state structures has contributed to our understanding of changing patterns of governance. These include devolved governance in the organization of public administration; the trend towards delegated governance, especially in regulatory policy; and new issues in fiscal governance. All these areas were shaped in the 1980s by the belief that politics needs to accommodate not only market forces, but also that technical considerations require the removal of many areas of decision making from direct political accountability.
