This article argues that the nature of the climate change problem and the uncertainties associated with it makes governance at the global level difficult, identifying the problems to be solved and the international institutions which have thus far been established to address them. It shows that although cooperation at the global level is difficult, there is strong variation in countries' national governance efforts, and also examines climate change governance at the global, national, and subnational levels.
