Finally, neighbourhood planning is presented as representing a critical governance agenda, with success being dependent on a capacity to enhance democracy through increased engagement with a broad spectrum of community views and interests. Concerns are raised over the democratic credentials of neighbourhood planning in England, which may replicate some of the myopia of parish planning without delivering increased empowerment in any shape or form.
