This chapter tries to locate the process and outcome of spending review 2002 within the history of Treasury control in Britain, as well as within the understanding of the balance between spending commitment and policy success. It looks at the place of Gordon Brown in the history of the development of Treasury power. It then asks if the spending increases can deliver their objectives, before it evaluates the public service agreements (PSAs) and the lower-level service delivery agreements. The concepts of the ‘invest’ side and ‘reform’ side are introduced.
