This chapter reviews housing policy from 2002 to 2003. It presents a detailed discussion of the changes in housing procedures and the implications of the recent Barker Review of housing supply and the Communities Plan. It is argued that the publication of these two documents may be considered as the beginning of an important shift in policy direction. The marked decline of state intervention in influencing supply and affordability of homes during the 1990s is described. The chapter ends with a critical assessment of the plans for a more extensive and targeted state intervention in the housing market.
