This chapter discusses the emerging system of new education policies and systems. It discusses the movement from marketising meta-governance towards organic meta-governance. This move towards organic meta-governance signifies the creation of a democratic self-organising system. The argument that the centre of gravity of governance is shifting is represented in a ‘governance diamond’ paradigm that shows various forms of governance such as hierarchical, self-governance, co-governance, and democratic governance. The chapter ends by considering the scale of the challenge to the possibilities of a democratic paradigm shift.
