This chapter takes a look at an example of a localised form of Norwegian workfare. This is applied selectively to a highly residualised social assistance population within an economic setting that has been relatively unaffected by a rise in the unemployment rate. This chapter is focused on the first years of the new conditionality, and begins with a description of how political and ideological factors have joined to support the introduction of workfare as a condition of social assistance. The chapter then describes how structural and political conditions have resulted in a distortion of poorly specified national objectives, followed by a discussion of the recent developments that help suggest that the Norwegian workforce is moving in a similar direction to policies in other European countries.
