It describes the advances made in theoretical and practical approaches to partnership working in the last decade in various fields including health, social services and housing. In argues that inclusive partnerships can be developed only if fundamental inequalities between partners, based on differences in income, culture, ethnicity, disability, age, education and training and other factors, are recognised, challenged and changed.
